ANTI-FOREIGN SENTIMENT
攘夷の精神

The Alta-California correspondent says: There is a strong anti-foreign feeling in Japan, and I am afraid that it is on the increase. 
アルタカリフォルニアの担当記者は伝えています。日本には強い反外国人の感情がある。そして、それが増大していくのが怖いです。

They attribute all their trouble to us foreigners having come into the country. 
彼らは全てのトラブルを我々、日本にきた外国人のせいにしています。

Even here in Yokohama, where the native population has been familiarized to the sight and acquaintance of foreigners, we are constantly liable and sometimes subject to insult. 
日本人に馴染みがあり、外国人にも馴染みのある横浜でさえ、我々は常に責任があり、また侮辱を受けています。

At the open ports all is quiet. 
開港している港は、全て静かです。

but business is very dull. 
しかしビジネスは活気がありません。

The currency is deranged and exchange is high. 
流通している貨幣は狂っていて、為替相場は高いです。

The Mikado's Government has been at last obliged to resort to paper currency, and has issued notes of a great variety of denomination. 
天皇陛下の政府は、とうとう紙の紙幣に頼らざるを得なくなっていて、また、様々なデノミ（通貨切り下げ）の紙幣を発行し続けています。

The  regulations concerning this Imperial currency are very stringent and the Government is determined that it shall be forced upon the people whether they like it or not. 
政府の紙幣に関する規制は非常に厳重で、政府は、民衆がそれを好きだろうが、なんだろうが強制することに、固く決めました。

At one place it is reported that eighteen merchants have been summarily decapitated for other no reason than refusing this currency and speaking against it. 
ある場所では、18人の貿易商人が政府の通貨を拒絶して、反対したという理由で即座に打ち首にされたと報告されています。

Exchange is still very high.
為替相場は非常に高いです。

The Foreign Legations are still in this city;
外国の公使館は、まだ、この街にあります。

It is not safe to go out of it, in fact; though I hear that United States Minister VAN VALKENBUNGH is about to going to Yeddo to see for himself what is to be found out there. 
外出することは、安全ではありません。事実、聞いたところによると、合衆国の大臣である ヴァンが彼自身のために江戸探索に行こうとしていました。

GEN VAN VALKENBUNGH still holds the Stonewall, and probably thinks that it would not be safe for either party to have while the currency is so unsettled. 
ヴァンはまだ、軍艦。多分、彼は通貨が不安定な間は、各パーティーにとって安全ではないと考えています。

There is no vessel in these waters that can defend itself against her. 
日本にとって、それらの問題を守る解決方法はありません。

The Japanese Minister for Foreign Affairs is in this city still and holds audiences with the foreign representatives in behalf of the Imperial or Southern Government.
日本の外務大臣はまだ、この街にいます。そして天皇陛下に代わって外国の代表者と公式会見をしています。

私見
Stonewallとは外洋航行能力を持ちながら装甲で覆われた日本の軍艦だそうです。
それは、さておき、明治政府が通貨政策でここまで苦しんでいたということは、初めて知りました。しかも、紙幣の価値が常に変わっていたようで、民衆、外国人が嫌がっていた様子がよくわかります。それにしても、その通貨を拒否したら打ち首というのは、どうなんでしょう（笑）
漫画日本の歴史だと、外国人が通貨の両替を利用して、日本から多くの金・銀を奪ったと書かれていたけれど。何が事実なんでしょうか？
